Why this chapter
One rule sits underneath everything: be attentive and careful, so that no danger or damage arises. This chapter explains that basic rule and the duties that follow from it, who the rules apply to, and how they connect to signs, markings and right of way. Without it the rest of the theory is a list of disconnected rules.
